AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just over a week before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, regardless of the user’s question or command, the regulator noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
